FYI I am typing this on an iPhone and as you can see I can do online replies.

It's actually not too difficult but it's certainly a little harder than doing it on a desktop pc with a kb and mouse.

However my previous phone (HTC Hero running Android) does top post by default. Indeed I could see no way to do inline quoting or bottom posting.

I believe there is a bug filed against the Android GMail app about it.
