Yes, WinFF is very good.

Depends on lots of factors including size of files to be converted,
bitrate and your CPU power.

Quality of conversion is a subjective thing. If you're listening to them
on crappy headphones on your phone, I doubt you'll notice unless you
choose some really dumb options in WinFF! :)
