That's a damn good point.

Sorry, I'm used to people asking for technical information for 
work-related purposes (which was allowed in the 1988 Act you quote, but 
then changed in the 2003 Regulations.)

I'd forgotten about the exemption for genuine "private study".

It's worth noting that what constitutes "a reasonable proportion" of a 
work isn't actually defined - though many Universities interpret that to 
mean "a single article from a magazine".
