My experience is that the retailers tend to work on the basis that the 
OS "comes for free", hence there is no option to obtain a refund.

And I am not aware that Micro$oft have a department for refunds... but I 
am open to convincing... could be rich by this time tomorrow, based on 
the number of computers with Windows licenses that I am running Ubuntu 
on, lol!!
