[ubuntu-uk] make link to url on ubuntu desktop?

make link to url on ubuntu desktop?

I use kubuntu where I know how to do this, however, a friend is a very 
new ubuntu user and has asked how to do it.
I have looked and had a go along a possibly obvious route, and a link 
appears on the desktop, but it is not active, or at least, it does not 
seem to do anything.

I have done this for example:

create - launcher
type - link
url www.google.co.uk
name - google

I notice this would probably need a browser to be active to do much, also.
