I had this in the past. It turned out to be the keyboard layout. If you go 
to the keyboard layout thing in preferences and make sure you choose the 
"top level" United Kingdom entry, don't be tempted by any of the further 
options below "dead keys, dvorak etc". 

This fixed it for me.
