I've just posted about this to ubuntu-users! It turns out my ISP (Pipex)
throttles BitTorrent traffic to about 20kB/s. But when you say you
switched the network cables, presumably you stayed with the same ISP?
Was your friend using encrypted torrent? That can overcome ISP
throttling.
