It can definitely be done and there are a number of different ways to
do it. The first is setting up and ssh server on the ubuntu
machine[1] and using putty [2] on the windows side. This gets you a
command line. 

If you want to run graphical apps on the ubuntu machine,
but displaying on the windows side then you can get an X-server for the
windows machine as part of cygwin [3] and then use the ssh within cygwin
with the -X option. 

Another option is VNC [4] which can be used to get the desktop you see
when you log into ubuntu displaying on the windows machine. 

These are in order of increasing bandwidth requirements.
