AFAIK, it depends on how individual projects share the translations
between the versions. Xenial is considered cutting edge for the phone,
where developement is done, while for OTA's ubuntu-rtm/15.04 series is
used.
Last month I talked developers to fix the issue with the language
threshold, which explained both the problem with the outdated pack for
Gaelic and other languages not being included. The root of the problem
is the way that the percentage is calculated, as all the packages are
counted and not only those of the language packs. That needs to be
fixed. I see that in the latest language pack export cy and br aren't
there in rc-proposed yet :-( I will ping them again. For future
