VPN setup translations

Hi list,

we recently added a VPN setup panel in System Settings, but I failed to
update the .pot file for this change. This means we'll have less time to
translate these strings than we usually do, and I do apologize.

How to translate:
The strings to be translated are here [1]. Note that this is the
ubuntu-settings-components project, not the ubuntu-system-settings project.
The UI still appears in System Settings (on the phone/tablet).

To avoid future mistakes of this kind, I will try to add automatic updates
of the .pot file for this project, and at the very least add a README to
this project that describes the situation.
