[Ubuntu-phone] Place for stable phone (vivid stable-phone-overlay) translations

Is it really time to give up on getting my native language (Welsh)
available on the Ubuntu Phone, and therefore give up on the phone itself?
Cannot find it in the latest update of the software despite numerous
requests and hours of translation work
