Heads up: new phone translations

Hi Ask,

Sure. To be exact, and I believe it's what I mentioned to some folks who
asked me separately, it will still be possible to get translations in after
the deadline, but it might be a bit more difficult for them to land. That's
why I recommended everyone to get their translations in before the 1st of
August.

What will mark this is the branching off to an "RTM" release, which
requires some changes to Launchpad and the CI system. From the last update
from Colin Watson, it looks like this is now going to happen on the week of
the 4th-8th of August.

I'll keep everyone on this list updated for anything that's related to
translations.
