Thanks for putting these together, good work!

While there are improvements on the infrastructure that require
Engineering work, I'd rather suggest to put the focus on what members of
the translations community can do. There are lots of areas in which
someone with interest and without the need of doing development or
depending on a development team can do already.

My suggestion would be to discuss the areas in which we could make the
most impact independently from developers, and finding members who'd be
interested in contributing to that.

These are areas in which the Ubuntu community has lots of expertise, and
I'm sure someone would step up and pick some of them if be break them up
into small tasks.

E.g.:

- Translations testing and managing language pack updates
- Translations bug triaging and reporting
- Managing templates in Launchpad
- Writing content and announcements about translations
- Managing and updating the translations social accounts
- etc.

On this one, my suggestion would be to try to come up with a plan to
provide more content and finding people who'd be interested in writing
about translations, as a higher priority than getting the portal itself
translated.

Danilo is no longer working on Launchpad Translations. He might want to
join as a volunteer contributor, but currently only William Grant and
Steve Kowalik are working on Launchpad.

I'm not sure which kind of input you are looking for on this one. Some
pointers and thoughts in case they help:

- Martin Pitt knows the infrastructure best, but he's currently
  working on other areas.
- Right now delta language pack updates are automatically uploaded to
  either a PPA for stable releases or directly into the archive. That
  works well for those, but full updates need to be built manually. It'd
  be good to remove any manual steps, but I'm not yet sure how.
- Testing is the main blocker in getting langpack updates out there.
  It'd be nice to provide automated tests for langpacks, but I'm not
  sure which technology we could use. In any case, an improvement that
  could already be made would be to add the language packs into the ISO
  tracker for people to run the current manual tests there.
