Tool to generate translation priorities page for Raring

Just wanted to remind everybody of this handy tool made by Rachid for the
NL team to generate a list of untranslated packages for your translations
wikis: it will remove already translated packages and keep only the
untranslated ones in Wiki Syntax for MoinMoin.

You'll have for each package untranslated count, suggestion count and a
direct link to translations.

The next step is then to remove the lines with upstream packages to avoid
upstream duplication and keep only Ubuntu-related packages, and you're done.
