It is easier to list the projects which can be translated through Rosetta  
with upstream synchronization (purely Canonical Ltd. or affiliated  
projects):

Bootloader
Installer (Ubiquity and partially Debian parts)
Unity DE (Compiz plugin now) and its indicators
Compiz
Software Center
Gwibber
Simple Scan
Deja-dup
Upstart
Bazaar
Lightdm (?)

Basically, Ubuntu-only translations are on the first page of the release  
translation page.

Most of other translations have upstreams so the upstreams do not use  
Ubuntu translations. LP translations will be used in the title Ubuntu  
release and other Ubuntu releases only (as nobody maintains intermediate  
language packs anymore). For example, you can translate GNOME parts in LP  
but they will not be used in intermediate releases of GNOME applications.  
You can translate GIMP, Inkscape or FontForge but the translations will  
not be available in Windows or Mac OS X versions of these applications.  
The LP translations will not be available even in the parent distribution  
(Debian), only in Ubuntu derivatives.

Some translations will not be used anywhere (GRUB2, ISO, Gutenprint,  
CUPS). It seems that Canonical or LP developers planned to conquer (or  
affiliate) all free projects that are used in the distribution but it  
never happened.
