No. Ubuntu runs one and only instance of Launchpad in the world. Its
translation module is called Rosetta. This module is almost unmaintained
now.
And there is no any kind of backwards synchronization with any project
outside Launchpad. So Launchpad translations will never be found in
GNOME/Inkscape/FontForge/etc. if you not send them to these projects
directly.
