Ok, so the next step on this page

Is to have a look at your team's page

Add some brief information on the team's page. This should include:
* A welcome note with the purpose of the team
* A note on how to join the team
* Links to the team's existing communication channels (e.g. mailing list, forums, IRC channel, wiki, etc)
Errr, that last one seems a bit crazy when there is only 1 of you so far but it helps to have the infrastructure ready for other people to get in contact and for other people if/when they start joining the team.
"If you wish to do so, you can request the creation of an official Ubuntu mailing list for your translation team by sending an e-mail to rt at ubuntu.com The name of the list should match the name of the team in Launchpad (ubuntu-l10n-rw). "
So that is the next 2 steps for you.
1. Make your team's page more friendly so that people can join
2. Set-up an official mailing list by emailing rt at ubuntu.com to request the creation of the mailing list.

I am tempted to fill in the form myself, setting the subscription policy to "Open". Hopefully that might help me see where the problem is with that step.
I have never done this before so i don't know what to look for. Of course i have concerns about ending up as some sort of moderator of a system i have no idea about in a language i don't know (i'm English and a monoglot). However i notice the form asks for an email address so i could write in Emmanuel's and hopefully that might avoid some of my worries!
Is it a really bad idea for me to try this approach?

Dear David,
I appreciated you syupport to get me able to have Ubuntu interface in my mother tongue (Kinyarwanda). However, I am still stack. Maybe because of a little knowledge of the current launchpad platform or new policy even though I have followed your instrcuction. Looking at the conditions I work in, with very slow internet connection in the country, my efforts have been futule. Maybe I have to wait for others to initiate a workeable team.
