Ah, you can do this already. Simply type e.g.

    http://91.189.93.101/index.html.de

I considered the two approaches: having a flat structure with language
code suffixes (the current one) or having separate folders for each
language (what you're suggesting), but decided for the first one as it's
the one that Apache seems to support out of the box with MultiViews
