Ah, thanks Gabor for the investigation, that's actually really helpful.

This sounds to me to have something to do with recent changes in
langpack-o-matic [1], the tool which creates language packs. They were
done to fix the fact that po2xpi [2] (the tool which converts the
Launchpad Firefox translations back to xpi format, or copies the
upstream xpis in the language packs, depending on the case) does not
cope with the new upstream format of Firefox 4.0 xpis, and in attempt
to fix the situation whereby we still don't have a translated Firefox
in Natty.

I'll ping Martin about this on Monday, but if anyone wants to dig in
the langpack-o-matic code to see what's going on in the meantime,
that'd be really awesome as well!
