Ah, I see it now. I think I understand what happened, and I've reported
it as a bug:

It seems that the en-US.xpi file we generate from the upstream sources
is missing those two files. We effectively use that file as a template,
in the same way we use .pot files. If the translatable strings are not
in the template, they are marked as "obsolete" in the translations,
that's why they're not being used.

Yeah, those strings are in /chrome/ar/locale/branding/brand.dtd, so they
are part of the same bug.
