digikam UI freeze exception request: New upstream version 1.2.0

If you think that digikam 1.2 is better for users, as a translator I
don't want to block that :)
Even if the translations will not be finalized by the time of the
language-pack freeze, they can be updated in the next months using
regular language-pack updates.
