Yes, that is the help link. The extra link that Arne mentioned is the
specific "Translation Instructions" that can be set for a *Translation
Group*, in addition to the "Translation Guidelines" that Translation
*Teams* can set now. This still needs be set for the Ubuntu Translation
Team. The place to do that is here:
https://translations.edge.launchpad.net/+groups/ubuntu-translators/+edit
If you can not see that, you are not an admin for this group.
