Hi Mads,
The deadlines are always published at the beginning of the development
cycle in the Ubuntu wiki, in a location named
https://wiki.ubuntu.com/<release>ReleaseSchedule.
So for Karmic you can see the dates here:
https://wiki.ubuntu.com/KarmicReleaseSchedule
The deadlines are usually:
* Always after the GNOME release (2.28 in the current case)
* Not always aligned to the KDE release (although in this release it
works out quite nicely, as KDE 4.3.0 has already been released).
