yes, Launchpad will not forward translations to upstream. The
translation teams are responsible for that and need to do that manually.
If the strings in Filipino and Tagalog are the same, you can "copy" them
over by selecting "Use Filipino (or Tagalog) as a guide", depending on
which language you are translating into.
If you are translating into Filipino and the strings are already
translated in Tagalog and you want to copy them over, select Tagalog as
a guide in Launchpad and approve every single string.
