The page has been made, as a quick hack, because some uploads were
planned for translations update and we figured we could get some other
language strings this way.

Shipping the desktop files with the language-pack require some work but
is planned. You can read about it on the wiki:

Because upstream translators don't have enough contributors? Another
reason is that some string are distro specific.

The Debian/Ubuntu package change the GIMP title so upstream translation
are dropped. For evolution you speak about evolution-mail.desktop? It's
also ubuntu specific

Because somebody sent translations by bugzilla/mail/...
