Version 103-0ubuntu1 depended on xulrunner-1.9, but the current version
(108-2) has reverted to depending on python-xpcom. I have 103-0ubuntu1
installed, but can't upgrade, and the package keeps showing up as
upgradable.

python-xpcom is built from xulrunner 1.8, which is being pulled from the archive (see bug 352968) and is currently uninstallable (see 365319). xulrunner-1.9 provides the python-xpcom libraries in the main xulrunner package, so sugar-web-activity's dependency should be changed to that.
