[Bug 321562] [NEW] education-desktop-sugar drags in unnecessary dependencies

education-desktop-sugar recommends education-common, which drags in lots
of packages unrelated to Sugar - including apt-listchanges, bc,
bind9-host, cfengine2, cpufrequtils, traceroute, nmap, and various other
sysadmin-type packages including a bunch of perl libraries.

The recommends on education-common should be removed, and the recommends
on matchbox should be changed to matchbox-window-manager.

Then this metapackage will be more suitable for installing Sugar.
