This can happen if you have installed GIMP from an unsupported source,
such as a PPA. A quick glance at the
https://launchpad.net/~otto-kesselgulasch repositories, which are the
common ones for installing GIMP from unsupported sources, shows a
version number of GEGL that overrides the newer package in Ubuntu but
is, in fact, older.

Basically, what you have is an unsupported configuration that caused
this. I recommend backing-up your home directory and a clean install at
this point.
