personally, i disable upgrades (automatic ones) and run this manually in a
terminal..
sudo apt-get update && sudo apt-get dist-upgrade
you might want to run "sudo apt-get update" separately and troubleshoot any
errors you see there before wasting time other places. if you have issue on
your end with your connection, you will need to troubleshoot those
independently of the OS. dist-upgrade does *not* upgrade the distribution..
