Thank you, Eric, you are completely correct!  I reported the wrong kernel
version for lucid.

I realize now that I checked the manifest for the maverick (10.10) ISO
instead of Lucid :(

Speaking of the PREEMPT kernel, do you remember if any kernel other than
-generic was going to be approved for the main repository?
