sysinit vs upstart is one area that debian and ubuntu differed rather a
lot. I think most of the coversion work has been changing the upstart
stuff. As systemd can deal with any of the sysinit stuff as is, that has
been left. With rtirq, it will be either a direct import from debian or
one of us dealing with it... which means having time to learn systemd.
