The ubuntustudio theme enables tool tips. So yes they are there.

I will look, I don't know if I can fix that properly... it should be as a
alsa-tools-gui bug fix in my opinion. It is not the icon file but the
*.desktop file that comes with the mixer. In any case the point still
remains that there are a number of mixers and most people will only ever
use one. In fact some people will only ever use the alsa mixer and don't
ever need to see the rest. Some people will set and forget it and do their
level setting in ardour too. The card specific mixers often have useful
extras like mudita24 provides peek monitoring and monitor mixing and
levels indication as well as the card setup in an easy to use manner. I
expect some of the other multi-track card mixers do too.

It is the gnome libs that are outdated. GCDMaster has not been updated for
5 plus years. It has been cut from the ubuntu repos. cdrdao now ships
without it.
