Move limits.conf settings to -audio task?

Well that means we would have to dep ubuntustudio-controls on -audio and
not -desktop. That was the plan at least. To put it in -desktop.
I guess it would make sense to just dep it on -audio for now as it
really doesn't do anything for users outside of sound.
