No, if Debian included the patch, the s390x binaries would be built on
the next upload.

The process for requesting removal of binaries for a specific
architecture would simply be to subscribe ~ubuntu-archive to this bug.

Bug description:
  Dipy is failing to build[1] because of

    E   ValueError: Little-endian buffer not supported on big-endian
  compiler

  The attached debdiff contains a patch to disable those tests on big
  endian architectures.

  The package then builds as per [2].
