Do we really want to introduce a delta for this?

I suggest either:

* forward this patch to Debian and see if it accepted

* follow Debian [1] and request removal of dipy's s390x binaries

Bug description:
  Dipy is failing to build[1] because of

    E   ValueError: Little-endian buffer not supported on big-endian
  compiler

  The attached debdiff contains a patch to disable those tests on big
  endian architectures.

  The package then builds as per [2].
