Explanation of the Ubuntu delta and why it can be dropped:
  * Link against libatomic on riscv64 as well
  * No-change rebuild to drop python3.7.
  * No-change rebuild to drop python3.7.
  * No change rebuild against new boost1.71 ABI


The delta (i.e. the riscv64 changes) are now included in the Debian package.

  * Non-maintainer upload
