The "Error out on failing builds" part is not applied in Debian. Have
you verified that the package builds fine on Ubuntu?

Please sync matplotlib 3.1.2-2 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Disabled the wxagg autopkg test, python3-wxgtk3.0 is removed.
* Error out on failing builds.
The wxagg test is dropped.
