Bug description:
  Please sync matplotlib 3.1.2-2 (universe) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * Disabled the wxagg autopkg test, python3-wxgtk3.0 is removed.
    * Error out on failing builds.
  The wxagg test is dropped.

  Changelog entries since current focal version 3.1.2-1ubuntu2:

  matplotlib (3.1.2-2) unstable; urgency=medium

    * debian/tests/{control, wxagg}
      - drop wxagg test; Closes: #950799
