Please sync octave-dicom 0.2.2-4 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build-depend on libgdcm-dev, not libgdcm2-dev.  Closes: #944718.
  * Add explicit build-dependency on cmake.
  * No-change rebuild against libgdcm3.0
  * No-change rebuild against libgdcm3.0

Dependencies are adjusted in the Debian package too.

Changelog entries since current focal version 0.2.2-3ubuntu1:

octave-dicom (0.2.2-4) unstable; urgency=medium

  * d/control: Build-depend on libgdcm-dev.
