Just found the offending packages: GTK 3 has to be rolled back, using the packages below, which
I still have as I keep all debs on hand for just such an emergency:
libgtk-3-0_3.3.18-0ubuntu3_amd64.deb, libgtk-3-bin_3.3.18-0ubuntu3_amd64.deb,
libgtk-3-common_3.3.18-0ubuntu3_all.deb, libgail-3-0_3.3.18-0ubuntu3_amd64.deb
They will have to update with the shell when the extensions are done

Status in “mutter” package in Ubuntu:
Confirmed
Bug description:
Recent updates in precise have rendered the Windows borders to no
longer render properly. The buttons usually seem to work, but the
actual border graphics themselves are usually black with pixelated
edges or random colored lines depending on what window theme is being
used.
