How are you arranging for the old kpackagekit package to be removed?
Your new package in Debian no longer has "Replaces: kpackagekit" or
"Breaks: kpackagekit (<< ...)", which might have given the packaging
system some kind of a hint ...

Bug description:
  Please sync apper 0.7.0-1 (universe) from Debian sid (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * Fix kpackagekit break version to make pkg transition work
      (LP: #878138)
    * Initial release
  The Ubuntu version is nearly the same as the Debian version, everything
  the Debian package has was already in Ubuntu before. The only thing
  missing in the Debian package is the kpackagekit transitional package,
  but this is probably not required. When installing Apper, it will remove
  the old KPackageKit package, if it is still installed.

  apper (0.7.0-1) unstable; urgency=low
