Oh sh*, you're right! I don't know why this is missing, I thought the breaks and replaces were present...
I'll fix that in Debian and then file a new sync request later.

Explanation of the Ubuntu delta and why it can be dropped:
* Fix kpackagekit break version to make pkg transition work
(LP: #878138)
* Initial release
The Ubuntu version is nearly the same as the Debian version, everything
the Debian package has was already in Ubuntu before. The only thing
missing in the Debian package is the kpackagekit transitional package,
but this is probably not required. When installing Apper, it will remove
the old KPackageKit package, if it is still installed.
