Why is libopenssl-ruby required as a build dependency? It seems that
it's only required as a dependency of the binary package.

Moreover I think libopenssl-ruby1.8 should be added as a dependency to
the librack-ruby1.8 binary package instead of libopenssl-ruby  to
librack-ruby.

If a binary package for ruby1.9 is provided as well libopenssl-ruby1.9
would have to be added to its dependency as well.

Bug description:
Binary package hint: librack-ruby

Rack::Session::Cookie depends on libopenssl-ruby.

I discovered this using libsinatra-ruby with ruby1.8. 
This very minimal sinatra app is enough to expose the issue.
