Project: Upstart compatible services-admin

hi,

I'm interested too in this project and spent last two days collecting
information on how to achieve the goal.
While I've some vague ideas, eg. starting from the good
UbuntuCentralizedServiceAdministrator[1] specification, will be very
useful to me talk to a mentor for this project.
