Un-install packages or the actual operating system. In the first case
apt-get remove --purge does the job perfectly fine, and has been doing so
for a very long time.
If you need to remove Ubuntu itself (I can't see why you would), I'd be
more concerned about reconfiguring the bootloader after removing the
suspected partitions.
Most casual swtichers use wubi which makes removal far easier.

If by this, you are trying to imply you faced a problem, you should try
filing a bug in the Ubuntu Bug Tracker.

I sincerely suggest that you do a bit of groundwork before writing a
proposal. There are plenty of ways to deal with packages - apt for debian
packages, GNU Stow for packages installed from source, and so on.
