I've updated the proposal with some (very helpful) feedback from
Milan. It's mostly implementation detail changes, though I have
changed the package feature to use PackageKit to be more
upstream-friendly. Ubuntu patches will then be written to use
aptd/synaptic.
Upstart may present a blocker in that it doesn't allow for a nice way
to disable services, but that is apparently scheduled for 0.10; other
workarounds may be available if that doesn't happen.
