download manager

I'm a student from Sri Lanka. we have low internet Bandwidth for sort time.

step1:
we want to download file high speed in sort time & give scheduling. i thing
we can make download manager for Ubuntu.

step 2: server implementation
every download save in under suitable algorithm & reduce the download same
file again and again

anybody like to mentor this project
