Three restarts eh? Sounds very strange. I've never seen anything of that
sort. What happens during the failed restarts? Does it auto-restart, or
does it stall with the keyboard lights blinking, or anything? What about
any error messages?

Sounds to me like your hard disk gave up on you, or something went wrong
in the upgrade from Intrepid to Jaunty.
To confirm, try booting Ubuntu without the "quiet" and "splash"
arguments to the kernel:
1. When entering the boot loader screen, press escape to enter the menu.
2. Press e (to edit the kernel command line)
3. Delete the "quiet" and "splash" words
4. Press b (to boot).
This time Ubuntu should boot up without the splash screen and pretty
progress bar (at least up to the point where the error occurs). Please
copy down or take a clear picture of the last few lines where it halts.
Also, do your keyboard lights (Num, Caps, Scroll locks) flash?
