Seems like the issue has been found.

By the way, has anyone written to nus mirror admin or ubuntu mirror
archive admin about this? I am thinking of emailing the latter to
request for a re-direction to another mirror(yet to be decided though i
am thinking about the the tw. mirror or nus sci mirror) till this has
been solved. This will help us to minimise post sfd08 updates issues.
This is something that we can do to make increase the end user experience.
