I've been able to reproduce this and tracked it down to the fact that
do-release-upgrader fails to verify the SSL certificate of
changelogs.ubuntu.com in a bare-bones environment, because the
ca-certificates package is not installed.
This is bug #1796940, which we will look into getting SRUed back into
xenial.
You can work around the problem by manually installing the ca-certificates
package.
